At the May 28, 2025 sports council, Putin closes with a call for sustained, realistic and properly financed adaptive sport and physical activity for wounded war participants and the wider disabled population. He says attention to Russia's 11 million people with disabilities must continue regardless of changing events, asks for long-term planning and funding, recalls the 70% participation objective and requests written proposals for final instructions. These are a continuing-support appeal and stated objectives, not achieved participation, a new June 3 centre opening or a completed national rollout.
