Xue Long says heating began ten days earlier this year. Interviewees praise hard work and scientific self-reliance. Construction, expected deliveries and pledged targets remain distinct from completed projects.

In his September 30, 2026 anniversary address in Beijing, Xi Jinping says China has made progress in implementing the Fifteenth Five-Year Plan and that its economy shows resilience despite pressure. He calls for progress with stability, reform and opening, coordination of development and security, higher-quality growth, better livelihoods, fulfillment of annual tasks and a good start to the plan. These are his assessment and policy commitments, not newly completed economic outcomes. CCTV's October 1 and October 2 response accounts add officials' and residents' endorsements and pledges to work on livelihoods, scientific self-reliance, railway building, reform, harvests and conservation in the plan period. These directly respond to the economic-policy statement; they do not verify new national economic results or completed implementation. CCTV's October 5 holiday-work feature recalls the same economic and livelihood pledge and carries irrigation and Datong–Tianjin grid builders' commitments to annual tasks and the plan's start. Their works and intended operation remain ongoing or future; the feature does not announce a new Xi speech or verify completion of national economic targets.
