Tagesschau's September 26 correspondent Arndt Henze treats the invitation as a window for negotiations through early December, possibly in the United Arab Emirates or elsewhere. This is his assessment of diplomatic possibilities, not confirmation of Putin's attendance or an agreed negotiating schedule. In his September 26 response, Lavrov interprets the invitation as a normal notification to an equal G20 member rather than a special diplomatic admission. He does not confirm attendance and defers travel announcements to the presidential administration. This differs from commentary treating the invitation as a thaw, while leaving the invitation occurrence intact.
