EAEU council approves agricultural forecasts

The released recording begins during Mikhail Mishustin's remarks on industrial cooperation. He recalls the Union State Council with Alexander Turchin, reviewing integration, joint scientific and technological programmes, transport projects and youth support. He recaps Minsk EAEU decisions on priority transport projects, faster maritime electronic documentation, joint agricultural forecasts and supply-and-demand balances, and electricity-market information, trade and cross-border capacity rules. He asks colleagues to monitor the agreements and argues that integration benefits participants. Turning to the bioeconomy, he says a strategy has been approved on the President's instructions, alongside an existing national project, to identify production priorities for the next ten years and longer-term development. He describes biological-resource and microorganism products for agriculture, medicine, veterinary medicine, energy, utilities and environmental protection; planned research facilities and test infrastructure; computing and AI; and specialist training. He asks Denis Manturov to oversee preparation of the implementation plan. Mishustin then recalls the mechanism allowing regions to reduce federal-budget debt by two thirds and lists local infrastructure uses, claiming effectiveness over the past two years. He says Belgorod will use the mechanism and pledges almost 3 billion rubles for key regional needs, including war participants and their families. He promises continuing assistance and requests financial monitoring. Official assessments and intended benefits remain attributed; the recording establishes announcements, not completed implementation, disbursement or a dated underlying approval order.

At the October 2 council, Mishustin says members are approving joint agricultural forecasts and supply-and-demand balances for 2026 and 2027, predicting more trade, enterprises and jobs. Kasymaliev describes the same forecasts under consideration, stresses remaining commodity imbalances and advocates practical warning and delivery mechanisms. His earlier deliberative wording and Mishustin's approval announcement are retained; proposed implementation mechanisms are not treated as already adopted.
