In the October 5 government-meeting report, Mishustin retrospectively says the Minsk council updated the integration-project list, especially transport and logistics, and agreed to accelerate electronic documents at maritime checkpoints. This is a later substantive retelling of the October 2 decision. Its claimed agreement and prospective freight benefit are retained alongside the original speech's urging; neither report establishes completed construction or document rollout.
