Sergio Sayas opposes the second decree and the government's approach, attributing worsening access to eight years of failed intervention and harm to supply, legal certainty and ownership rights. On October 2, 2026, Spain's Congress of Deputies rejected Royal Decree-Law 27/2026 of September 29, concerning stable residential tenancies and automatic lease renewal, by 184 votes against to 166 in favour, with no abstentions among 350 votes cast. President Francina Armengol declared it repealed after a separate public roll-call vote. Pablo Bustinduy argued that stability and justified grounds for non-renewal would protect households without preventing an owner from recovering a home for legitimate needs. Supporters compared it with other European tenancy arrangements and with employment protection.
