At the June 25 Russian government meeting, Mikhail Mishustin announces a reduction of nearly 50 billion rubles in federal-budget obligations for Udmurtia and the Volgograd, Moscow, Nizhny Novgorod, Novgorod, Novosibirsk, Ryazan and Chelyabinsk regions. He places it within the programme to write off two-thirds of regional budget-loan debt and direct the savings to investment. He names utility repairs, elevator replacement, unsafe-housing resettlement, public transport, key settlements, special economic zones and industrial-development funds as intended uses. His projected economic and welfare benefits are expectations, not completed results.
