Siluanov answers selected regional proposals. These conditional replies do not adopt spending, mortgages or tax schemes.

Khachirov describes earlier support, Kalmykia equipment purchases and pending reconstruction of two substations, asking about stable 2027–2029 finance for existing reliability work. Matviyenko backs completion of vital projects. Siluanov says tariff revenues are the main source and supplementary needs can be examined during implementation. No specific added funding is approved.
