Shumkov reports a 2.5-fold expansion of Kurgan's budget despite lacking major resource taxpayers, net debt below seven percent of own revenues excluding infrastructure loans, and gains from its tailored development programme. He describes municipal reform and more than twenty-percent staff-position reductions, reallocating funds toward salaries and the real economy. He asks to write off the remaining third of budget debt for early participants, later infrastructure-loan write-offs and relief for intragroup debts of nationalized utilities to facilitate transfers. He urges directing savings and profits toward production and housing support. Reported gains remain his account; extra write-offs are not granted.
Shumkov credits Kurgan's tailored development programme with fiscal and real-economy gains. Shevchenko asks to preserve ten billion rubles for the ten-region individual-development programme rather than the draft's nine billion. Siluanov explains a broader ten-percent investment cut and offers conditional work before second reading if resources and a political decision are available. No restoration is approved.
