Mishustin sets software-support priorities

Jun 3, 2025

Anna Kurbatova follows Mishustin at Nizhny Novgorod's CIPR, preserving biometric payments, AI meeting summaries, Sber's GigaChat engineering assistant, T-Bank fraud detection, international exhibits and automated freight controls. Mishustin cites domestic IT growth and software adoption and pledges support toward 80% use by 2030, with more than 50 billion rubles for products and enterprise adoption under the Data Economy project. A 5G exhibit leads to Maksut Shadaev's qualified hope for satellite aircraft internet in 2027 and an Aeroflot agreement. The report describes six Rassvet satellites, a projected 300 by end-2026 and Dmitry Bakanov's laser-link and deployment claims. It also shows Aurora devices and projected Rosatom terrestrial and lunar nuclear projects for 2030 and 2035. Specifications, world-first claims and deadlines remain attributed plans.

At the June 3, 2025 CIPR plenary in Nizhny Novgorod, Mishustin says the Data Economy national project provides over fifty billion rubles for software development and enterprise adoption toward the 80% domestic-software target for key-sector organizations in 2030. He calls for support prioritizing AI, applications by groups of organizations, developer commitments to make products openly available, and easier defense-industry co-financing. He also calls for a heavy collaborative-design platform using the national geometric kernel and phased compatibility of application software with Russian operating systems and databases. Vremya's introduction identifies AI as a state priority and its closing quotation repeats the programme and funding purpose. These are directions and proposed requirements, not proof of issued grants, an open-source licence requirement, final compatibility rules or a completed design platform. The exhibition tour and the separate software-transition assessment are independently scoped occurrences within the preserved Vremya report.
