Korolyov describes Tver's rising revenues, debt reduction, federal loan relief and absence of commercial debt. He says medicines for federal beneficiaries cost the region about 1.6 billion beyond federal funding this year, asking to distinguish responsibilities and increase federal per-person standards at least fourfold. He proposes regional Social Fund administration of regional healthcare-worker payments to simplify processing and reduce the tax burden, offering Tver as a 2027 pilot. Matviyenko says proposals will be considered. A malformed region name in the debt-write-off passage remains in the source and is not treated as another location.

Regional participants seek predictable and larger aid, inflation-adjusted grants, broader treasury loans, easier deficit/debt rules and further write-offs. Siluanov describes existing transfers, debt relief and loans, cautions against commercial debt and insists on balanced budgets and recovery programmes, offering specified compromises and resource-dependent support. This connected hearing debate does not adopt the requested blanket relaxation or debt cancellation.
