Khotsenko says birth-rate problems extend beyond the forty-one regions selected using 2023 data. He explains Omsk's initial exclusion and fertility decline to 1.38, seeking federal co-financing for all regions below the 1.6 target. He attributes an estimated annual subsidy rise from 12.5 to twenty-four billion to the Labor Ministry. He seeks an ambulance-replacement programme covering regional capitals, citing seventy-three-percent wear in Omsk and earlier rural-programme limitations, and supports indexing grants that partially compensate public-sector wage increases, asking that indexing be enshrined in law.
