Vremya's October 6 report recalls the two-month-old pact and says the Saudi Defence Ministry announced an implementation phase while no text had been seen. Ibragimov doubts Turkey or Pakistan would confront Iran's ally and calls the arrangement insubstantial in practice. These implementation and viability claims remain attributed; no completed joint deployment or legally established refusal is shown.
