EU defence talks in Brussels CCTV’s brief on two issues
EU defence project approval and emergency talks
Sep 28
CCTV reports EU foreign and defence ministers meeting in Brussels on September 28, saying they failed to agree on transferring Patriot missiles from member-state stocks to Ukraine. It also describes discussion of a new emergency security agreement for coordinated responses to cyberattacks and drones. The brief distinguishes a transfer impasse and ongoing protocol discussion; it announces neither a completed missile transfer nor adoption of that protocol.
Oman TV reports EU approval of plans for five defence projects, including air and naval measures, making them eligible for EU funding. Its Brussels package says ministers discuss an emergency mechanism and quotes Kaja Kallas alleging Russian sabotage and hybrid threats aimed at weakening European support for Ukraine. Ayman Samir's full answer places the projects within eastern-flank defence, air-defence integration, drones and arms procurement. His claims about earlier GPS interference, weapons orders and Russian intentions are attributed analysis, not independently established results of this meeting. He argues that European distrust of Moscow impedes diplomacy. The next question receives only a brief affirmative response before the connection fails; no missing answer is inferred. CCTV's September 29 recap says the same September 28 meeting discussed a new emergency security agreement to improve coordinated responses to cyberattacks and drone operations. It does not report adoption of that agreement. Unlike the Oman package, the brief does not detail the five projects or air Kallas's and Samir's threat analysis.
