Lavrov offers conditional Iran good offices

In his complete prepared June 24 address, Lavrov marks IMEMO's seventieth anniversary and presents Primakov's multipolar approach as an alternative to Western dominance. He criticizes selective application of UN principles, NATO expansion, sanctions and the financial use of the dollar, while recalling the national-interest approach he says was agreed at the February 2025 Riyadh talks. On Ukraine he demands binding security, language and religious guarantees, rejects temporary fixes and says Russia remains committed to U.S.-proposed Anchorage understandings. He praises the Russia–China declaration adopted during Putin's recent state visit, relations with India, possible RIC revitalization and consensus-based BRICS and SCO cooperation. He backs the Greater Eurasian Partnership and an inclusive security architecture, saying the Russia–Belarus Eurasian Charter proposal will be discussed at the fourth Minsk conference. His descriptions of motives, rights, responsibility and agreements remain attributed assessments; the speech announces neither a peace settlement nor an adopted charter.
Lavrov supports the ongoing U.S.–Iran negotiations and offers Russian good offices if needed for a comprehensive long-term agreement involving neighboring states. He calls for renewed free navigation through Hormuz and links regional stabilization to energy and food security and a broader security dialogue.
