Baghaei's U.S. reply review Hormuz terms and Qatar talks
Iran reportedly receives U.S. response through Qatar
Sep 29–30
An unidentified reporter asks about conflicting accounts of the U.S. response to Iran's seven-day plan after the New York trip. Baghaei says Iran conveyed its positions to the mediator during a brief Doha stop on the return journey. He describes U.S. proposals as largely repeating earlier positions and specifically concerning nuclear issues, while Iran's focus at this stage is Hormuz. He says restoring security requires U.S. steps including ending interference with Iranian commercial shipping, sanctions and other interventionist measures. He invokes the earlier 28 Khordad understanding, adds matters arising in recent months and insists recent U.S. sanctions must be lifted. He says positions relayed through the Qatari mediator were addressed at the same meeting and that Iran will review some details and convey supplementary points. These are his account and conditions; no U.S. acceptance, completed settlement or reopened strait is established.
Oman TV cites media sources saying Abbas Araghchi received Washington's response in Doha and conveyed it to Masoud Pezeshkian on returning to Tehran. Disagreement remains over which confidence-building steps come first. Al Sharq editor Jaber Al Harmi describes the U.S. demand for reopening Hormuz before relief and Iran's demand for port-blockade and frozen-asset relief first, discussing Qatari proposals for simultaneous steps and regional mediation. He advocates diplomacy but cautions that seven days would be difficult and only begin confidence building. No accepted agreement or reopened strait is established. DD India's September 30 package likewise reports receipt of Washington's response, while saying the foreign minister presented the proposal to Pezeshkian. It says reports suggest broad agreement on steps but continued disagreement over their order, retaining uncertainty in its closing. This compatible update supplies no accepted terms or implemented ceasefire. In Oman TV's October 5 live discussion, Tehran correspondent Mohammad Javad says Iran is still studying the U.S. response received through Qatar to its seven-day plan. He describes Washington's focus on nuclear questions versus Tehran's demand for an end on all fronts, Hormuz conditions and return to the Islamabad memorandum before nuclear talks. This is a later assessment of the reported response and unresolved process; the passage does not establish that a distinct new reply has arrived or that either side accepted terms. In IRNA's October 4 recording, Baghaei recalls conveying Iranian positions to the mediator during a brief Doha stop on the return journey. He says the U.S. proposals largely repeat earlier positions specifically on nuclear matters, and that positions conveyed through the Qatari mediator were addressed at the same meeting. Some details still require review and supplementary Iranian points will be sent. This supplies a direct Iranian account of the relay without proving agreement on terms or sequencing or dating the stop more precisely. His current Hormuz/security and sanctions requirements form a separately indexed October 4 public statement.
