He asserts military uses, deliberate attacks on transmission lines and widespread outages. He also reports Izmail and Mayaky infrastructure strikes and destruction of a Black Sea cargo ship. The report says Dobropillia units remain cut off, shows alleged destruction of a drone command post, claims a September Rubicon record exceeding six thousand confirmed targets and shows Varyag footage. Control, destruction, military use and tally claims are this Russian-source account, without independent confirmation or a civilian casualty tally.

Several thousand households in a high-rise district temporarily lose electricity. Residents prepare heaters and mutual support for the coming winter. Ukraine's government cites improved equipment, spare parts, repair teams and storage; an energy company's staff monitor supplies, and Serhii Shakalov says businesses have strengthened resilience. Residents' fear and renewed alerts coexist with these assurances. The report supplies no casualty tally and guarantees no uninterrupted winter power. Oman TV's September 30 brief reports three killed and seven injured in Kyiv. It cites Ukraine's Defence Ministry for fires and damage to homes, a shop and a warehouse, and for a separate Russian attack 'on the capital' killing a child and injuring three others. The exact site and any overlap of tallies are unspecified. It attributes to Russia's Defence Ministry a large overnight operation against a Kyiv communications centre, surrounding energy infrastructure and Izmail port facilities. These casualty, location and target claims remain attributed and the military-use claims are not independently verified. The separate Samara sentence is outside this connection. TSN's September 30 accounts add a fourteen-year-old child killed in Vyshhorod, one killed and eight injured in Kyiv region, and civilian damage in Brovary and Ivankovychi. For Kyiv, TSN initially says three dead and seven injured, then separately names a utility truck driver and three women of one family as killed, later gives five injured and recaps three dead/five injured. These internally differing counts are retained without summing them into a reconciled toll. TSN shows reported drone footage of a pylon near a Kyiv CHP plant and places Serhii Flash's attributed new-warhead claim and warning of possible further power-line attacks in this context, without establishing a future attack or dating that separate first-use claim. It reports emergency outages, fifteen trolleybus and two tram routes suspended in three Kyiv districts, and continuing repairs, not completed restoration. Vremya's September 30 roundup attributes the overnight coordinated attacks to Russia's Defence Ministry, identifies Kyiv's De Novo data facility and surrounding power stations and claims military communications and production uses. It says transmission lines were cut first and outages resulted. These are the Russian broadcaster's target and military-use assertions, not independent verification, and do not negate the other sources' civilian outage or casualty accounts. DD India's September 30 bulletin instead distinguishes two deaths and four injuries in Kyiv city from a child killed and three injured in the surrounding Kyiv region, giving a total of three killed and seven injured. Its infrastructure and fire descriptions are compatible attack-wave coverage. The sources' location and count formulations are retained separately and are not combined into a new verified tally. TSN's October 1 follow-ups say the previous day's Kyiv alerts lasted about twenty hours, name impacts in Sviatoshynskyi, Solomianskyi, Obolonskyi and Holosiivskyi and report four killed and seven wounded. Its energy bulletin recalls September 30 emergency power cuts disrupting Kyiv water supply and electric transport. These are later TSN formulations, not a reconciliation of the other sources' counts. October 1 cancellation of scheduled cuts is a separate subsequent response occurrence; it does not establish that all attack-related outages were resolved.
