Merkel’s defence of Minsk diplomacy
Two retrospective accounts of Minsk, recorded four years apart. Angela Merkel, speaking to Alexander Osang on June 7, 2022, says the agreement brought limited calm, received EU and UN backing, and gave Ukraine seven years to develop. Sergey Lavrov, speaking at his UN press conference on September 26, 2026, stresses Security Council endorsement and accuses Petro Poroshenko and Volodymyr Zelenskyy of sabotaging the agreements. These are the speakers' assessments and accusations. Merkel's excerpt does not state that she deliberately deceived Russia. The clips are a comparison of their positions, not a direct exchange.

At the June 7 Berliner Ensemble interview, Merkel defends the Minsk agreement while acknowledging that it did not satisfy all Ukraine's interests and that the calm achieved never met the agreement's aims. She recalls the threat to about 6,000 soldiers at Debaltseve, points to EU approval and incorporation into a UN Security Council resolution, and says it gave Ukraine seven years to develop. In response to Melnyk's appeasement accusation relayed by Osang, she says inaction in 2014–15 could have allowed much greater damage and rejects the accusation. She declines to apologize for pursuing diplomacy, while contrasting an earlier apology over the Easter shutdown. She also says she never believed trade would change Putin, but considered some relations unavoidable between neighbors. These are her June spoken arguments, without an assertion that she admitted a deliberate plan to deceive Russia or arm Ukraine.
