It describes apartment handovers and school activities elsewhere. The package recalls the 2022 referendum figures claimed by Russian authorities, Kremlin signing footage and supportive Melitopol reactions. It then reports anniversary flags, a St Petersburg flash mob, embassy demonstrations, memorial names in Moscow and a Krasnodon monument; public events in Kherson region were cancelled for security. Praise of Russian rule, referendum legitimacy and reported recovery remain attributed to the broadcaster and interviewees; the report acknowledges substantial rebuilding remains.

Vremya's retrospective shows the September 30, 2022 Kremlin St George Hall signing of agreements claiming Donetsk, Luhansk, Zaporizhzhia and Kherson as Russian regions. It gives Russian-reported referendum percentages and turnout and recalls supportive Melitopol residents' reactions. In his September 30, 2026 Duma address, Putin recalls the four regions becoming claimed Russian constituent entities exactly four years earlier and asserts that millions made a lawful referendum choice in accordance with international law; Vremya's opening-address report also substantively recaps this status change and vote. The claimed incorporation, lawful-reunification framing and referendum legitimacy remain the sources' Russian position. The later retellings do not redetermine the original occurrence date or independently establish its legality.
