Mishustin's cabinet remarks Minsk, bioeconomy and debt
Mishustin announces Belgorod debt relief
Oct 5
The released recording begins during Mikhail Mishustin's remarks on industrial cooperation. He recalls the Union State Council with Alexander Turchin, reviewing integration, joint scientific and technological programmes, transport projects and youth support. He recaps Minsk EAEU decisions on priority transport projects, faster maritime electronic documentation, joint agricultural forecasts and supply-and-demand balances, and electricity-market information, trade and cross-border capacity rules. He asks colleagues to monitor the agreements and argues that integration benefits participants. Turning to the bioeconomy, he says a strategy has been approved on the President's instructions, alongside an existing national project, to identify production priorities for the next ten years and longer-term development. He describes biological-resource and microorganism products for agriculture, medicine, veterinary medicine, energy, utilities and environmental protection; planned research facilities and test infrastructure; computing and AI; and specialist training. He asks Denis Manturov to oversee preparation of the implementation plan. Mishustin then recalls the mechanism allowing regions to reduce federal-budget debt by two thirds and lists local infrastructure uses, claiming effectiveness over the past two years. He says Belgorod will use the mechanism and pledges almost 3 billion rubles for key regional needs, including war participants and their families. He promises continuing assistance and requests financial monitoring. Official assessments and intended benefits remain attributed; the recording establishes announcements, not completed implementation, disbursement or a dated underlying approval order.
At his October 5, 2026 meeting with deputy prime ministers in Moscow, Mikhail Mishustin says Belgorod region will use the federal mechanism allowing regions to reduce debt to the federal budget by two thirds. He pledges almost 3 billion rubles for key regional needs, including support for participants in Russia's war against Ukraine and their families. He recalls permitted infrastructure uses and claims the mechanism has benefited local projects over the preceding two years, promises continuing help with debt and asks officials to monitor regional finances. The announcement does not establish a completed write-off, disbursement, separately dated approval order or whether the quoted sum is an additional transfer rather than resources made available through debt relief. Vremya's October 5 retelling describes two thirds of regional federal debt repayments being redirected to local development and calls the Belgorod sum an additional three billion rubles. Preserve that wording alongside Mishustin's direct 'almost three billion' debt-relief announcement; neither establishes a separately completed transfer or write-off.
