In his June 24 address, Volodymyr Zelenskyy thanks Ukraine's defence forces and presents continuing attacks on Russian war-support infrastructure as a response to Russian strikes on Ukrainian communities. He says Russian logistics in occupied Ukraine have been severely impeded, describes the operation concerning Crimea as calculated and says previously discussed G7 partner support could quickly help force Russia to choose peace; the assistance and a positive partner decision remain unspecified. Citing an intelligence briefing and obtained Russian documents, he claims effective strikes on Baltic Fleet ammunition near St. Petersburg, missile production in Voronezh, a Cheboksary plant using Flamingo missiles, Orenburg gas facilities, oil facilities and army communications centres. He says he instructed intelligence and the military to act preemptively against facilities used to expand the war. He alleges Russia is concentrating hundreds of air-defence launchers around Moscow and almost ninety at Valdai, also protecting the Kerch bridge at other regions' expense. He reports fuel shortages in more than sixty regions and, citing intelligence, alleges security services propose delaying or cancelling September's Duma voting. He attributes Russia's difficulties to Putin's refusal to end the war or accept talks. He also mentions the commander-in-chief's report, approval of further operations and work on Drone Deals and increased drone production, then reiterates demands for peace, justice and guaranteed security. Operational results, intelligence allegations and judgments of motive remain his claims; this address does not announce a forty-day operation.
In his June 24, 2026 address, Zelenskyy says Ukraine's operations are disrupting Russian logistics in occupied Ukrainian territory, including Crimea, and calls for unspecified assistance already discussed with G7 partners. He makes the proposed rapid effect on Russia's willingness to choose peace conditional on a partner decision. Citing a Defence Intelligence briefing and internal Russian documents, he claims long- and medium-range attacks are hurting Russian war-support capacity, listing ammunition, missile-production, gas, oil and military-communications targets. He publicly states that he has instructed intelligence and the military to act preemptively against facilities used to expand the war. In the closing return he reiterates demands for dignified peace and guaranteed security and says occupation cannot be legalized. The underlying strikes and issuance of the instruction are not individually dated or independently verified in the address. This public pressure assessment and connected instruction precede the separate June 25 forty-day SBU authorization.
