Mishustin announces regional pension funds

In his complete June 25 government-meeting opening statement, Mikhail Mishustin announces nearly 50 billion rubles of budget-loan debt relief for Udmurtia and seven named oblasts, within the two-thirds write-off programme and with savings intended for infrastructure and investment. He announces around 60 billion rubles in subsidies to lenders to meet obligations on more than 41,000 agricultural loans, covering short-term and investment financing for production, processing and related inputs. He then recalls spring North Caucasus disaster damage and earlier recovery aid, announces another 2.5 billion rubles for Dagestan and Chechnya river clearance and 35 kilometres of dams, and asks officials to supervise recovery. In Russia's claimed integration programme for Donetsk, Luhansk, Kherson and Zaporizhzhia, he says more than 33 billion rubles was previously allocated for pensions and announces around 6.5 billion more for third-quarter pension obligations. His final announcement directs 1.3 billion rubles to utility equipment, including dump trucks, excavators and loaders, for heating and water modernization and autumn/winter preparations. The prior-spending and damage figures, claimed regional status, projected benefits and integration goals remain his account; actual disbursements, procurement and completed works are not established.

At the June 25 government meeting, Mishustin announces approximately 6.5 billion rubles more for third-quarter pension obligations in Donetsk, Luhansk, Kherson and Zaporizhzhia, the four Ukrainian regions Russia claims to have incorporated. He describes the allocation within Russia's integration and development programme and says more than 33 billion rubles was allocated during the previous and current years for pensions under regional legislation. His integration goals and prior-spending account remain attributed; the announcement does not establish completed payments or settle sovereignty.
