Mishustin announces regional pension funds

Anna Kurbatova's complete cabinet report begins with damaged homes and displaced residents in Dagestan. Pavel Kokhraidze and Minat Ibragimova describe lost or unsafe housing; Kokhraidze describes compensation, allocated plots and hoped-for resettlement. The package says spring floods destroyed more than 4,500 homes in Chechnya and 8,000 in Dagestan and virtually washed away Mamedkala; it reports an initial 50-home Derbent-area development with September occupancy planned. Mishustin and the reporter announce another 2.5 billion rubles for flood protection, including 35 kilometers of dams, and over 60 billion for subsidized agricultural lending covering more than 41,000 loans. They discuss integration of the four Ukrainian regions Russia claims as its own, reporting housing and road work, another 1.3 billion for utility equipment and 6.5 billion for third-quarter social obligations. A final decision writes off roughly 50 billion of budget-loan debt for eight named Russian regions under the two-thirds relief mechanism. These are reported decisions, resident accounts and official implementation claims; planned construction is not treated as completed.
At the June 25 government meeting, Mishustin announces approximately 6.5 billion rubles more for third-quarter pension obligations in Donetsk, Luhansk, Kherson and Zaporizhzhia, the four Ukrainian regions Russia claims to have incorporated. He describes the allocation within Russia's integration and development programme and says more than 33 billion rubles was allocated during the previous and current years for pensions under regional legislation. His integration goals and prior-spending account remain attributed; the announcement does not establish completed payments or settle sovereignty.
