Milyaev presents the working group's proposals on adaptive sport: clearer definitions and local powers, procurement and use of private facilities, shared digital services, staffing, pay, training access and monitoring. He describes shortages of accessible, appropriately equipped facilities and transport, proposes educational demonstration centres, and discusses the Defenders of the Fatherland Cup.
