Tekoa Ara Hovy in Maricá, Brazil, is recognized for culturally suitable Indigenous housing, services and legal tenure; its representative is said to be unable to attend. Abdelmalek Ghannem is honoured for turning mining and household waste into affordable, climate-resilient construction materials; his place name is unclear in the interpretation. Sadiq Khan is honoured for housing quality, safety and inclusive development in London and is also absent.
