It gives January–September figures of 41,400 water projects, 795 billion yuan in investment and 2.01 million people employed. Li Guoying calls for the national network's main channels, follow-up South-to-North Water Diversion works, transmission and distribution routes and storage nodes, aiming to cover 82 percent of the country's land area by the end of the Fifteenth Five-Year Plan. The report also describes planned flood-control, water-allocation and supply-security, ecosystem-protection and digital-twin systems. Targets are prospective.
