China releases 15th consumption plan

CCTV relates consumer demand to Xi Jinping's people-centered development principles and reports Commerce Ministry measurements for October 1–6: traffic at 78 monitored pedestrian streets and business districts rose 2.5% year on year and turnover 4.7%; trade-ins benefited 6.392 million consumer participations and generated 33.48 billion yuan in sales. The report describes more than 20,000 Culture and Tourism Consumption Month activities and over 310 million yuan in subsidies, longer visitor stays, Zhengding performances and night markets, and a Suzhou visitor's experience. It discusses locally expanded trade-in eligibility, with a consumer describing savings on an exoskeleton, and county/township commerce centers improving rural appliance delivery and collection. Zou Yunhan interprets consumption policy as responding to people's expectations. CCTV says the first national consumption-sector Fifteenth Five-Year Plan was issued in the year's second half, with six areas and 28 measures led by service quality and public benefit. Its income, security and supply priorities remain policy aims. The historical Xi statements are relayed without original dates; one rural resident's wording is partly inaudible.

CCTV's retrospective account says China issued its first national consumption-sector Fifteenth Five-Year Plan in the second half of 2026. It describes six areas and 28 measures, led by improving service consumption for public benefit and addressing older people, children, parents and differing employment groups. Income, social protection, supply improvement and expanded quality goods/services are prospective priorities.
