Vietnam urges human-centered technology norms

Vietnamese Justice Minister Hoang Thanh Tung presents international law as a basis for independence, peaceful development, integration and equal cooperation. He describes Vietnam's approach to meeting international obligations and strengthening its legal institutions. In his full later answer he says national legislation, enforcement and practice must implement treaty commitments, calls for responsible human-centered standards for AI and other new technologies, and offers cooperation in drafting, professional training, dispute resolution, legal assistance and combating transnational crime. He thanks Russia and seeks deeper longstanding legal cooperation. The appearance gives a strategy and willingness to cooperate, without announcing a new bilateral agreement.
Hoang Thanh Tung says AI, big data, cyberspace, quantum technologies, automated systems and digital infrastructure are reshaping development and security. He urges responsible international standards and new legal norms that keep people at the center and make technology serve peace, development and dignity. This is a normative proposal, not an agreed set of rules.
