Kostyuk's Far East appeal Investment and tax requests

About this event

Council disputes Far East contribution rate

Oct 5

Kostyuk warns that 2026–2029 government investment in Far East social and utility infrastructure falls by thirty percent or 101 billion, potentially jeopardizing over five hundred billion of private investment and master plans. She asks to restore unspent Sakhalin-2 receipts, retain 7.6-percent contribution preferences through 2035 in the new unified regime, approve the energy-development programme by November 1 to address shortages, accelerate Il-114 certification and produce small aircraft for remote settlements and medical access. She says Far East governors and Trutnev support the proposals. Matviyenko says they will be considered; impacts are forecasts and remedies requests.

Kostyuk asks to retain a 7.6-percent contribution preference through 2035 in the new unified Far East regime. Siluanov defends the unified Far East–Arctic regime as providing fifteen-percent contributions with investment thresholds of one hundred million to one billion rubles, and says it should start operating before reassessment. The hearing does not adopt her requested rate or prove the regime is already operating.
