Kasymaliev's EAEU proposals Borders, food and fuel
Kasymaliev proposes digital border controls
Oct 2
Following Bektenov's introduction, Adylbek Kasymaliev thanks the hosts, offers condolences after Kazakhstan's Caspian military-exercise deaths and congratulates Russia on parliamentary elections. He reports Kyrgyz GDP growth of 11% in the first eight months of 2026, industrial growth of 8.8%, agriculture and services above 6%, and construction above 60%. He calls for practical common markets, warning that consumer-protection and anti-illicit-trade measures should not create new internal barriers. He describes truck queues and spoilage risks and proposes interconnected infrastructure, a unified digital control framework and scheduled road maps. He reports 93.5% EAEU food self-sufficiency in 2025 but warns of shortages and overproduction, proposing forecasts, early warnings and coordinated emergency deliveries. He thanks partners for petroleum supplies and seeks rapid shortage-risk notification and consultations pending common oil markets. He proposes cross-border Silk Road tourism products and joint promotion. Figures, causal assessments and proposals remain his account; no new mechanisms are reported operational.
Kasymaliev warns that national consumer and anti-illicit-trade measures must not create new common-market obstacles. He describes truck queues, spoilage and small-producer risks, urging coordinated checkpoints and infrastructure and a unified framework of seals, electronic documents, traceability, labeling and conformity assessment. He seeks timed road maps, with physical inspection becoming exceptional; the framework is proposed, not reported operational.
