Matviyenko directs family-policy follow-through

In her complete autumn-session opening address, Matviyenko presents the elections as evidence of unity and alleges failed foreign interference, ordering the sovereignty commission to examine it. She uses Russia's annexation and 'reunification' framing for four Ukrainian regions, congratulates Volodin and new or renewed senators, and reviews summer regional work. She says ten bills supporting military-operation participants have been drafted and directs expedited finalization and submission.
