Belarus enforcement funds Council approves agreement

Nikonorova explains the Russia–Belarus enforcement-funds agreement signed in Moscow April 2, 2026. Belarus's Justice Ministry would use a special Russian bank account to receive recoveries owed to Belarusian public bodies, then transfer them through Belarusian accounts to claimants and the budget. She contrasts it with the previous multistage central-bank arrangement and says Belarus has already ratified it. The Council approves the ratification law.

The Federation Council approves the law ratifying the April 2 Russia–Belarus enforcement-funds agreement. The explained mechanism routes Russian recoveries owed to Belarusian public bodies through a special Belarusian Justice Ministry account rather than the previous multistage arrangement. Nikonorova says Belarus has already ratified it.
