Council ratifies EAEU device exemptions

Dzhabarov presents the protocol signed February 9, 2026 and provisionally applied from February 19. He says Armenia and Belarus have ratified it while Kazakhstan and Kyrgyzstan are completing procedures. It exempts devices imported for vital care of a specified patient under national authorization and devices produced solely for export outside the EAEU, without sale inside it. The Federation Council approves the ratification law; the report does not abolish general device registration.
The Council approves ratification of the February 9 protocol expanding exemptions from EAEU medical-device registration for vital patient-specific care and goods manufactured solely for export outside the Union. Other devices remain subject to the common registration framework described by Dzhabarov.
