The full Government Hour opens with Matviyenko identifying the 2027–2029 forecast as the budget's basis. Novak describes slowing current growth, inflation and labour constraints, forecasts recovery and explains the government's structural-change programme. He discusses investment financing and property certainty, productivity and staffing, small technology firms, SME infrastructure, platform regulation and creative industries. Novak reports about 370 billion rubles of SME financial support in the first half of 2026, four hundred My Business centres in eighty-eight regions and the SME.RF platform. He reiterates ninety operating parks and plans for another hundred, with support for twenty-eight parks in twenty-three regions last year and thirty-two in eighteen this year.
