Timchenko reports twenty newly empowered senators and their requested committee placements; the Council adopts the committee-composition resolution. It separately approves early termination of mandates for Dmitry Vorona, Maksim Kavdzharadze, Darya Lantratova and Dmitry Perminov after their election to the Duma, Olga Shchetinina as she changes the authority she represents, and Yevgeny Bogomazov for personal reasons. The complete ceremony includes awards, Kavdzharadze's retrospective and State Duma plans, farewell remarks by Vadim Dengin and Gennady Ordenov, new senators' credential presentations and Matviyenko's list of renewed mandates. In his farewell, Kavdzharadze retrospectively says the 2020 constitutional amendments were approved in a nationwide vote, interprets this as public trust in Putin, credits Matviyenko and Klishas and says the revised constitution strengthened the Federation Council and parliamentarism. These institutional and political assessments remain his; the passage gives no voting percentages or independent assessment of the ballot.
