After Henrichmann’s introduction, Selen quotes Dobrindt and describes an explosive-drone attempt against a parked Antonov at Leipzig, saying its trail leads clearly to Russia. He argues that hybrid attacks already threaten sovereignty and population safety, identifies Russian espionage, sabotage, killing operations and possible organized-crime proxies, and advocates operational counterintelligence. He also warns of high international-terrorism risks and violence against Jewish and Israeli institutions, citing HAYI’s claims of March–April arsons while leaving state, non-state and criminal links as possibilities. He describes recruitment and violence among increasingly young jihadist and extremist actors. Explaining detection, disruption and prevention, he reports more than 100 GAZ Hybrid meetings, a double-digit number of operational cases and some prosecutor takeovers. He cites a Munich arson in early September as a case in which cooperation with Bavarian authorities and arrests prevented serious harm. He urges modern capabilities, national and international cooperation and reform, preserving his claims and uncertainties rather than establishing judicial responsibility.

At the October hearing Selen says GAZ Hybrid has operated for less than four months, held well over 100 meetings and handled a double-digit number of operational cases, some taken over by federal prosecutors. He presents coordinated detection and disruption as the means of turning intelligence into countermeasures. Asked later about transparent reporting, he says the centre’s situational working group produces daily or weekly reports, while wider public dissemination remains deficient.
