Putin signs teacher-support decree

The official recording preserves the October 5, 2026 Government House ceremony in Moscow from Mishustin's opening to his closing congratulations. He honors authors of ten educational and methodological works in skin grafting, electrical equipment, osteopathy, electricians' training, geography, construction economics, internal diseases, urology, engineering and cardiovascular surgery. Four preschool educators from Magadan, Blagoveshchensk, Chelyabinsk and Pskov receive government commendations. The announcer reads the awards and recipients' institutional roles. Ivan Chaika says the geography work has continued for twelve years and involved young people from Russia and fifteen other countries; Svetlana Uvarova thanks academic and industry collaborators. Grigory Ignatenko thanks Putin for what he calls reunification with Russia and claims greater professional demand and access to Russia's education community, then thanks the government, ministries and textbook collaborators. These territorial and benefit claims remain his position. Elena Golukhova describes the awarded cardiovascular training programme, from basic electrophysiology to nuclear medicine and practical surgical skills, and invites Mishustin to the centre. Mishustin recalls the signed teacher-support decree, including professional development, mentoring and workload requirements; reviews education facility upgrades and promises continuation; and reports pedagogy modules for mathematics, natural-science and technology students this academic year, with teaching opportunities and higher-scholarship eligibility. He cites thirty-one Olympiad medals, most gold. In closing he discusses annual profession forecasts, technological change and the need to link education with industry and scientific work. His assessments and anticipated benefits are attributed, without treating every implementing measure or predicted outcome as completed.
Putin signs the July 20, 2026 decree on additional measures supporting teachers. In the October 5 ceremony, Mishustin describes special professional status, development opportunities, mentoring for new teachers and improvement of workload requirements. At the October 1 teaching awards, Kravtsov discusses the president's teacher-status decree and says ministry regulations, including young-teacher support, are being prepared for approval by year-end. These passages distinguish the signed decree from implementing work still anticipated; they do not establish that every measure was already implemented.
