Alikhanov describes a Kurchatov bioeconomy research centre, an interagency skills centre being formed and mapping completed for 28 of 36 priority chains. He cites Organic Acids/Citron citric-acid production with a planned 2028 second phase, a 90-tonne collagen facility and Norkem/Bioamid biocatalysis developed with Kurchatov, claiming technology sales even to countries he calls unfriendly. He emphasizes university engineering centres. In the complete pharmaceutical follow-up he gives localization goals of 90% of essential medicines and over 40% domestic medical devices, proposed support for 112 projects with 115 billion rubles by 2030 and 200 drug INNs, and industry investment of about 115 billion over a year and a half. He reports agreement at that morning's breakfast to try to adopt Phase III trial reimbursement by year-end and develop Phase I/II reimbursement with Innopraktika. These mechanisms remain planned. He also praises FMBA-linked sensory-feedback prostheses, saying more than a dozen people are walking in clinical trials, and describes other rehabilitation developments.
