Likhachev links Rosatom's work to the bioeconomy definition and technological leadership. He attributes nuclear-market gains since Fukushima to closed fuel cycles and presents international-project counts that do not sum consistently, without a reconciliation. In an exchange with the moderator he calls Belarus the principal beneficiary, dates a two-unit construction decision to 2011 and says operation began from 2020 and now supplies nearly half of its electricity. He then describes waste and material recovery, a lithium-to-battery-recycling cycle and intended first-phase commercial operation of the Obninsk radiopharmaceutical plant this year. He proposes moving toward AI-supported digital platforms and quality-of-life ecosystems for remote and regional projects. Historical milestones, claimed current results and planned operations remain attributed and distinct.
Likhachev connects Rosatom's nuclear leadership claims to closed fuel cycles and proposes applying circular-economy approaches to environmental recovery, lithium batteries, radiopharmaceutical production and digital quality-of-life ecosystems. He uses Belarus's nuclear development as a historical example. His international-project totals are inconsistent, and his dating of Belarus's construction decision to 2011 is retained as his account rather than silently reassigned to a different milestone. Obninsk first-phase commercial operation is described as intended this year.
