Kobzev describes Irkutsk's recovery efforts and seeks 1.417 billion to complete Bratsk's 1,275-place school, its first new school in thirty years. He wants over one thousand children attending by September 2027 and an engineering lyceum serving northern industry. Authorities, contractors and businesses are involved, he says.
