He promises joint review of hearing proposals with senators and deputies through the trilateral interbudgetary-transfer commission before second reading, while prioritizing social and wartime obligations and making extra regional aid resource-dependent. These conditional replies do not adopt spending, mortgages or tax schemes.

Kobzev seeks 1.417 billion rubles for Bratsk's 1,275-place school/engineering lyceum, aiming for September 2027 attendance. Matviyenko urges industry participation and later says the seven-year construction must be finished. Siluanov says he will seek funding with Education if businesses fail commitments. These are appeals and conditional support, not completed construction or an approved appropriation.
