Dyukov reports oil-sector software transition

Doronov introduces Dyukov's oil-and-gas competence-center report. Dyukov says 16 of 28 particularly significant projects are complete and the remainder should finish in 2026. He describes integrated digital twins and decision software across the value chain, says domestic software covers 84% of a high-level landscape of 154 processes, and reports 533 solutions, 436 at readiness levels 8 or 9 and 76 using AI. His target is full domestic coverage by 2027, supported by software standards and data/model repositories. He describes cross-industry manufacturing, process-modeling and open process-control products, robotics and export potential. He also presents CyberTEK as an industry digital twin included, in his account, in the recently adopted Energy Strategy to 2050, with proposed decision, investment, tax and supply benefits; it is not shown as an operational industry-wide system. Mishustin praises the center and asks for closer oil, chemicals and metallurgy cooperation. He challenges the omission of digital permafrost modeling from the new project wave. Dyukov describes existing geographic systems and digital twins, disputes Mishustin's characterization of the second wave, and argues that the priority is comprehensive digital coverage and a sector-wide twin. Mishustin says his simple question remains unanswered and characterizes other projects as more important; Dyukov insists all listed projects are priorities. Their differing positions and the distinction between current coverage and future targets remain explicit.
