Mishustin seeks cross-industry ERP consortium

Jun 3, 2025

Mordashov describes the metallurgy competence center, a catalog of over 100 solutions to replace, and a prototype domestic open controller using an Amur-type chip. He expects most development work to finish around the end of 2025/beginning of 2026. He distinguishes domestic software currently used in about 35% of industry solutions from ready-or-developing products covering 62.5% of 284 processes. He reports over 160 projects, over 100 mature industrial products, six of twelve significant projects completed and six nearing completion; five have entered rollout/commercialization. He gives schedules for MAGMA, Severstal systems and Metalloinvest, correcting the latter to December 2025. He describes cross-industry customers, possible robotics/AI adoption and mathematical modeling targets for 2030. Mordashov requests a state programme for innovative open process-control systems, vendor independence, compatible standards and training. Mishustin says a programme is being considered but its form is undecided, praises domestic controllers and asks for standards based on domestic solutions. He then presses Mordashov about replacing Severstal's SAP ERP. Mordashov says a tested Consist approach was unsuitable, another platform is being explored, and Russian Railways/1C experience may provide a reference. He stresses cost, complexity and vendor-development times, explicitly says no decision has been made and declines a firm commitment while agreeing to explore options. Mishustin asks for a cross-industry consortium proposal and discussion at a future strategy session. No selected ERP platform, completion deadline or approved state programme is established.

During the CIPR plenary, Mishustin asks business leaders to develop a consortium/group for scalable domestic alternatives to SAP and to bring proposals to a future ICC strategy session. Mordashov stresses cost and complexity, says no ERP platform decision has been made and declines a firm commitment while agreeing to explore options. Kharitonin says most group sites use 1C, estimates remaining SAP replacement in about two years and agrees to cooperate with Mordashov. Belozerov reports initial Russian Railways functions on 1C and pledges full component migration in 2027; Mordashov agrees only to examine that solution. The connected exchanges establish a request and differing company positions, not a finalized consortium, completed migration or confirmed purchase.
