Ryumin reports electricity software progress

Jun 3, 2025

Ryumin reports ten electricity competence-center projects costing over twelve billion rubles, all financed by industry, with three complete. He estimates import substitution at 82.5%, an increase of over thirty percent over three years, without specifying percentage points, and says industry invested over fifty billion rubles in 2024, twenty percent more than in 2023. He describes unifying architecture and eliminating duplication, reducing systems from 204 to 185 across 76 processes, seventeen reusable standard solutions and three products ready for other industries. Priorities include asset/process management, metering and billing, predictive AI, digital twins and standardized information exchange. Ryumin says tariff-regulated Rosseti lacks other investment sources and that domestic-software, trusted-system, critical-infrastructure-security and digital-transformation requirements need three hundred billion rubles by 2030. Current tariffs finance about thirty percent, he says, and closing the gap would require increases beyond those projected. He requests consideration of companies' maturity and financial capacity under tariff regulation. Mishustin does not approve an increase and urges competence centers to find jointly developed, reusable solutions to improve price and quality. Ryumin's funding calculation and request remain attributed, and his complete account of overcoming sector fragmentation is retained.
