Alikhanov says existing satellite systems have insufficient coverage or latency for some autonomous-machine uses, describes work on Rassvet and proposes fully localized communications terminals and compact modems. He plans production in the Far East, expanded Mikron capacity in Zelenograd and participation by Tomsk cluster resident Mikran.
