EU advances Ukraine's cluster-opening procedure

Oct 7

TSN says Hungary has lifted its block on Ukraine's second and third EU negotiating clusters. It describes COELA's screening-report approval and Coreper's decision to send Ukraine and Moldova requests for negotiating positions. It connects the procedural progress to minority-language and education assurances and a registered Ukrainian bill. Ministry spokesperson Heorhii Tykhyi expects two clusters to open soon and two further clusters by year-end, while stressing both sides' fulfilment of agreements. These are procedural decisions and expectations; the report does not show the clusters formally opened.

After Hungary lifts its block on Ukraine's second and third accession clusters, TSN reports COELA approval of screening reports and Coreper requests for Ukraine's and Moldova's negotiating positions. The process is connected to minority-language/education assurances and a registered Ukrainian bill. Tykhyi expects two clusters to open soon and two more by year-end subject to both sides' commitments. Formal opening remains prospective.
