Russia starts industrial competence centers

Introduced by Ilya Doronov, Mishustin opens the CIPR plenary and recalls the government's decision at CIPR three years earlier to establish industrial competence centers after foreign vendors withdrew. He reports domestic IT sales nearly doubling since 2022 to 4.5 trillion rubles, a 2.4% GDP share, fixed-capital investment above 800 billion rubles in 2024 and nearly one million employees. The original working transcript gives a 50% employment increase and then calls it doubling; it also juxtaposes 50% and twofold growth for software spending exceeding three trillion rubles. Those comparisons remain unresolved. He describes digital attachés in 17 countries, planned expansion, retained tax/contribution preferences, and a double expense coefficient for registered Russian software and hardware-software purchases from the start of 2025. He cites an HSE survey and domestic shares of 80% in financial management, half in digital design, over 40% in production automation and 60% in resource planning. He says 36 competence centers encompass over 500 companies; 160 initiatives were approved, 140 started, 32 required grants and 66 were completed, with business supplying over seven rubles for each budget ruble. He describes design, ERP, process-control and industry implementations as results, not independently audited findings. Mishustin says selection of 57 new projects concluded a month earlier, with 25 to receive federal grants. He recalls the 2030 domestic-software target and says the Data Economy national project launched in 2025 provides over 50 billion rubles for new products and enterprise solutions. He calls for priority to AI, multi-organization applications, broadly available products and easier defense-industry co-financing; heavy collaborative design tools and phased compatibility with Russian operating systems and databases; and examination of tax incentives for customers piloting and implementing domestic products. Further proposals concern domestic cloud use for personal data, construction information modeling, separate registry marking and procurement preference for native applications independent of foreign products, data-center power connections, possible special tariffs in surplus regions and investment-protection agreements. He recalls an already signed critical-infrastructure law taking effect September 1 and urges responsible migration. These directions and proposals do not establish approved tariffs, final new tax rules or completed nationwide replacement.

At CIPR in 2022, the Russian government decided to establish industrial competence centers bringing industry customers and domestic software developers together after foreign suppliers withdrew. Mishustin recalls the decision in his June 2025 address and describes annual project reviews. The introductory film describes centers identifying industry needs, commissioning and adapting software, and receiving grant/loan support. The occurrence is the initiating decision, with the reported formation and early functions as direct consequences; it does not imply that every center was formally constituted on the announcement date.
