Lavrov says Russia has repeatedly negotiated, recalling Yanukovych's trade concerns, a proposed Russia–Ukraine–EU consultation and what he says was Barroso's dismissive reply. Lavrov alleges that the Bucha footage was staged after Russian withdrawal and used by British actors to help derail the Istanbul process and impose sanctions. He claims requests to UN and other bodies for victims' names have received no coherent answer, recalls another April letter to Guterres and urges journalists to investigate.
