Mishustin directs qualified critical-system migration

Mishustin thanks participants and says proposals will be developed with ministries and companies at an ICC strategy session provisionally in summer or autumn. He calls for better digital-maturity measures, tracking Russian generative-AI implementation, a public readiness ranking for major companies and recognition at the next CIPR. He asks competence centers to propose typical significant critical-infrastructure facilities and migration timelines reflecting domestic products' readiness. He says specialized foreign equipment with embedded software should be replaced when retired or obsolete, that equipment must continue to be used where temporary replacement is impossible, and that disruption risks must be minimized. He calls for freely usable industry management/production-process maps, industry data models and exchange standards, and asks the Digital Ministry and competence centers to propose one platform giving developers access to industrial datasets, including through public-private partnerships. He also asks for broader ICC participation in university digital departments, already present at over one hundred universities, through curricula and practical training on current domestic industry solutions. These are public directions and proposals, not evidence that the ranking, platform, migration schedules or new curricula have been delivered.
