Zapryagayev's Russky Island update

Mishustin asks ERDC director Nikolay Zapryagayev about 2025 results and the first half of 2026. Mishustin describes existing territorial benefits and says an international advanced-development-territory regime has launched. Zapryagayev says ERDC has a physical presence across eleven Far East regions and supports investment projects but does not itself finance them. He reports just over 4,000 projects, 15 trillion rubles pledged, 6.8 trillion invested and nearly 1,400 implemented; 62,000 hectares allocated; around 300 MW connected and 500 MW underway. He reviews operating industrial parks, ArcticPromPark's 2025 launch, a planned 2026 Kadalinsky park and 2025 infrastructure starts at Zapadnaya and Rovnoye. His 2025 figures are 674 new projects, one trillion rubles of Far East investment and, citing the Federal Tax Service, 137 billion rubles in resident taxes, with 550 billion over ten years. He reviews the commissioned Pacific Railway, Artyom logistics-centre first phase, Kamchatsky greenhouses and the Amur hydrometallurgical plant's double-refractory-ore capability and claimed world-largest 50-metre autoclave. He forecasts Amur gas-chemical, Udokan copper and Nakhodka methanol starts, names operating airport terminals, and describes earlier-stage refining, mining and electronics work. On Russky Island he reports a 7,000-square-metre pilot science-centre building commissioned in 2025, current laboratory fit-out and ERDC's 2026 technical-client role for two new clusters exceeding 50,000 square metres. Mishustin credits the Khabarovsk terminal investor with delivery and asks about tourism. Zapryagayev gives around 300 agreements and one tourism project in ten, explaining the importance of incentives for low-return, long-payback projects. He reports an opened Gorny Vozdukh hotel, two nearly complete foreign-invested hotels for 575 and 320 guests, and a supported plan to expand slopes from 42 to 100 km plus New Valley. He discusses Belaya Gora's 2026 operation, Khekhtsir and the Khasan seaside project. He reports more than 7.2 million tourist trips in 2025, up 9% from 2024 and 42% from 2019. For the Kurils he recalls the 2022 twenty-year preferential regime, gives 65 projects and a newly registered 66th, seventeen additions this year and mostly domestic investors. Despite more than ten accommodation projects in three years, he says demand exceeds supply, describes investor business missions and advises early travel planning. Mishustin closes by urging continued investment attraction. All totals, superlatives and benefit assessments remain the speakers' claims; forecast starts, construction and expanded capacity are not reported completed.

In the June 24 dialogue, Zapryagayev reports that the ISTC Foundation commissioned a 7,000-square-metre pilot building on Russky Island in 2025 and that residents are now fitting it out for laboratories and equipment. He says ERDC began acting as technical client in 2026 and is helping build the IT Cluster and Biotechnology scientific-educational complexes, with a combined area above 50,000 square metres. He describes these as infrastructure intended to bring scientific and technological developments to market with businesses and investors.
